Michael A. Noonan has been practicing law since 1977 and is the founding partner of Noonan & Noonan, LLC.
He is a 1968 graduate of the United States Military Academy (B.S.); 1977 graduate of Capital University Law School (J.D.); and a 1981 graduate of Vanderbilt University (M. Ed.).
Before entering into private practice, he worked for the Ohio Attorney General’s Office (1977-1983) and as Assistant to the President for Frostburg State University (1983-1988).
Among various affiliations, he is a member of the Allegany County and Maryland State Bar Associations; National Association of Criminal Defense Lawyers; NORML; and Past President, Chapter 172, Vietnam Veterans of America [LTC., JAG, Army Reserve, Retired]. He has an extensive background in criminal and family law with over 30 years of litigation experience. He has a wife and son, and is committed to many philanthropic endeavors.

Beau A. Noonan is a 2008 graduate of Capital University Law School. Beau was admitted to the Maryland Bar in June 2008 and the West Virginia Bar in October of 2008. Beau received his B.S. in Business Administration from the University of Vermont in 2000. In addition, Beau is a 1996 graduate of the former Beall High School in Frostburg, MD.
Beau is a member of the Maryland, West Virginia, and Vermont State Bar Associations as well as the Allegany and Garrett County Criminal Defense Bar, the American Bar Association (ABA), National Association of Criminal Defense Lawyers (NACDL), National Organization for the Reform of Marijuana Laws (NORML), and the Maryland Criminal Defense Attorneys Association (MCDAA).
Before joining Noonan & Noonan, LLC, Beau worked in Seattle, Chicago, Boston, and Columbus in various business fields. He has also worked intermittently for many years as a law clerk for his father. Beau returned to the area to work with his father, be close to family, and pursue his love of outdoor activities. Beau is committed to philanthropy and will continue to support local community service projects and organizations. Among these various commitments, Beau serves on the Board of Advisors for the Frostburg State University School of Business and the Allegany County Affiliate of Habitat for Humanity.

Andrew N. Frye, III. received his undergraduate degree from West Virginia University in 1989, (B. A.). He received his Doctor of Jurisprudence (J.D.) from the West Virginia University College of Law in 2004.
Prior to joining the law firm of Noonan and Noonan, LLC, he worked as an Associate at the law firm of McNeer, Highland, McMunn and Varner, LC from 2004-2007. He joined the law firm of Martin & Seibert, LC in March 2007 and was an Associate there until April 2011. He most recently was a Senior Associate for the law firm of Javitch, Block and Rathbone, LC and practiced from their Morgantown, West Virginia office.
Andrew has experience in Insurance Subrogation, Insurance Defense, Commercial Litigation, Criminal Defense and Family Law. Andrew is a member of the West Virginia and Maryland State Bar Associations. He is committed to serving his clients with the utmost professionalism.

Sarah J. Willetts earned her Doctor of Jurisprudence (J.D.) from Widener University School of Law in Harrisburg, Pennsylvania. While attending law school, she was awarded the 2013 Outstanding Clinical Advocacy Award. Sarah received her Bachelor of Science degree in Political Science from Frostburg State University in 2009. Sarah is a member of both the Maryland and West Virginia State Bar Associations.
Born and raised in Cumberland, Sarah’s local roots run deep. Having attended Allegany High School and worked in her family’s various businesses growing up, she felt right at home returning to Noonan & Noonan. Sarah will be focusing her time in the areas of Criminal, Family, Civil, Elder, and Real Estate law. Sarah has a palpable enthusiasm to help her community and a commitment to provide quality service, diligence and professionalism to all clients while providing a personalized approach to each situation.
